run svn to see if it works, if you get an error about locales :\\ 
please remember people at apple are idiots who don't allow you to combine an english UI with BE or DE settings.\\

If you get svnserve errors about locale (damn you apple, also need to do this step after every update) :

comment out the last line (SendEnv LANG LC_*)
